Background and Objectives: Several pandemics and epidemics have occurred in the last two decades. Based on global experiences, emphasis has been placed on strengthening the primary health care (PHC) system for preventing or dealing with adverse events. In this study, we aim to systematically review the studies conducted in different countries on strengthening the PHC system to deal with emergency situations to provide a model for Iran’s PHC system.
Methods: In this review study, related studies published from 1990 to 2021 were first searched using related keywords in Web of Science, Scopus, PubMed, and Embase databases. Documents and reports published by international organizations or health centers of different countries were also examined. The quality of the articles and reports was examined using the STROBE checklist.
Results: Nine articles and five reports were included in the study. Four strategies for strengthening the PHC system were identified: a) Strengthening the capacity of the health system, b) Increasing public participation and public trust in the health sector, c) Ensuring access to health services, and d) Increasing the capability of healthcare workers in facing crises.
Conclusion: Developing national plans with the participation of people and different actors is one of the most important measures to strengthen the PHC system of the country. Also, special emphasis should be placed on strengthening the relationship between the health system and society.
